Care Solutions has worked for many years with Georgia's Out-of-Home Care Program managed by the Department of Human Resources, Division of Family and Children Services, Treatment Services Unit. Primarily, Care Solutions has developed and managed for the Unit the LORE (Level of Care Outcomes Reporting Environment) data system since 1996. LORE tracks a child’s initial application, staffing and referral to providers for placement/services, admission, during placement, at discharge, and up through twelve months post-program exit.
Limited data submission began in FY 1998, although the system and the data captured have evolved, in part due to programmatic changes which occurred over the years. For example, when the system was originally developed, the state program which served children with emotional/behavioral issues was called MATCH (Multi-Agency Team for Children). In FY 2004, the MATCH program evolved into the LOC (Level of Care) Program, which not only served the MATCH population of children with more intensive needs, but also children with less intensive needs, often served prior to that through the Institutional Basic Foster Care Program. Additionally, Treatment Services has managed the Specialized Foster Care Program since FY 1998. This related population of children has also been represented in the LORE data system since that time, and is included in the Program Report.
The FY 1996 - FY 2006 Program Report documents and analyzes aggregate child treatment and outcomes data which has been collected by LORE since 1996. As the managerial responsibility of child behavioral health services shifts to the Department of Mental Health, Developmental Disabilities, and Addictive Diseases (DMHDDAD) during the next fiscal year, it is hoped that this comprehensive report will be useful to state policy makers and community stakeholders as Georgia moves forward in its efforts to improve service delivery, increase family and youth involvement in treatment planning, reduce length of stay in residential placements, and work more collaboratively to improve consumer satisfaction.
