Rules and regulations for childcare are designed to promote minimum standards among providers. While it doesn’t guarantee high-quality care, a license demonstrates that the provider complied with the state’s rules and regulations and maintained the minimum standards for acceptable childcare at its last inspection. In the state of Georgia, these rules and regulations are clearly spelled out at www2.state.ga.us/Departments/DHR/ORS/ and at www.osr.state.ga.us/pre-k/rules.htm for centers with Georgia Pre-K classes.

Certain types of childcare settings and facilities must be registered and licensed with the Georgia Department of Human Resources (DHR), Office of Regulatory Services (ORS) or with the Georgia Office of School Readiness (OSR). ORS and/or OSR inspects these facilities periodically, usually annually, to renew licenses. Regulated activities include, but are not limited to, the following:

  • Administration and staff requirements
  • Record-keeping and reporting
  • Operations, health, safety and activities
  • Physical environment and equipment
  • Emergency situations
  • Food services and nutrition
  • Transportation
When you visit a childcare provider, ask to see the center’s most recent report on licensure inspection. If there were any rule violations, ask if they have been corrected.
